The video stream must use VP9.
Audio
Telegram video stickers must not contain an audio stream.
Duration
Maximum 3 seconds.
Frame rate
Maximum 30 FPS.
Geometry & size
One side 512 px for a sticker, plus the current 256 KiB file-size boundary.
Auto-Fix

- Remove audio and normalize FPS.
- Resize/pad to Telegram video-sticker geometry.
